Public Sector

Partnering with government to strengthen institutions, policy and public sector reform.

Ikeyi Shittu & Co. provides strategic legal, policy and regulatory advisory services to federal, state and public sector institutions across Nigeria. Our lawyers have extensive experience supporting governments, regulatory agencies and development partners on legislative reform, public policy, institutional strengthening and the implementation of complex public sector initiatives.

Our public sector expertise is further strengthened by practical government experience. One of our partners served as the Attorney-General and Commissioner for Justice of Enugu State between 2007 and 2011 and previously acted as a resident consultant on governance and economic reforms. This unique perspective enables us to deliver commercially sound, legally robust and policy-driven solutions to government institutions and public agencies.

Highlights of Our Experience

Our experience includes advising and representing:

  • The Federal Inland Revenue Service (FIRS) in conducting forensic audit services relating to accounts operated and maintained with financial institutions across Nigeria.
  • A state government on a range of public sector initiatives, including the restructuring of a public utility enterprise, revenue enhancement programmes and public-private partnership projects.
  • The Central Bank of Nigeria in relation to the bank recapitalisation policy that led to the consolidation and transformation of Nigeria’s banking sector.
  • The Bureau of Public Enterprises and the Federal Ministry of Power by providing legislative and legal support on key reform initiatives.
  • Committees of the Nigerian Senate and House of Representatives by providing technical input on the proposed Downstream Gas Bill.
  • A World Bank-financed telecommunications project through the preparation and review of tender documents, bid documentation and contracts for universal access pilot schemes serving rural and semi-rural communities.
  • The Nigerian Extractive Industries Transparency Initiative (NEITI) on the implementation of transparency and accountability initiatives within Nigeria’s extractive industries.
  • A UK Department for International Development (DFID)-funded programme on the development of fiscal incentive frameworks to promote investment in renewable energy and increase the adoption of solar power in Nigeria.

Our combination of public sector experience, legislative insight and regulatory expertise enables us to help governments and public institutions deliver reforms that promote transparency, investment and sustainable economic development.
